The Home Protection for Seniors, Severely Disabled, Families, and Victims of Wildfire or Natural Disasters Act (Proposition 19) is a ballot initiative sponsored by C.A.R. (CA Association of Realtors) that would allow homeowners who are 55 or older, people with severe disabilities, victims of natural disasters and wildfire to transfer their property tax base to a replacement home that better fits their needs. If passed, it would also limit property tax increases and removes unfair location restrictions so homeowners can afford to move to anywhere in California. By allowing the property tax base to be transferred to a replacement home, Proposition 19 would open up tens of thousands of housing opportunities by making it easier for homeowners to move, thereby making homes more readily available for first-time homebuyers, families and others. The initiative also contains a county offset fund, which, alongside tax revenue generated from home sales, would provide additional revenue for fire protection and other essential services.
